CERTEX - automated certificate checks are expanding further


The Dutch Customs Service is rolling out the European CERTEX system in phases: the European Union Customs Single Window Certificates Exchange System. This system automates the control of mandatory non-customs formalities upon import. From March 2, 2026, a new phase will become active in the Netherlands: automated checks via CERTEX on non-animal foodstuffs and animal feed (CHED-PP).

What is CERTEX?

CERTEX links the Dutch declaration system to European systems of competent authorities. This allows Customs to automatically check whether:

  • the mandatory certificate is present
  • the reference is specified correctly
  • the document is valid

Verification takes place during the processing of the declaration. CERTEX is therefore not a new declaration system, but an automatic control layer within the existing process.

Phased implementation

The introduction is proceeding step by step. In the Netherlands, CERTEX checks have already been started for, among others:

  • Ozone-depleting substances (ODS)May 17, 2025
  • Cultural goods (ICG‑L/S/D)July 26, 2025
  • Fluorinated greenhouse gases (F-gases)September 13, 2025
  • Organic goods (COI)December 13, 2025
  • Live animals (CHED-A)December 13, 2025
  • CBAMJanuary 1, 2026
  • Non-animal foodstuffs & animal feed (CHED-D)February 2, 2026
  • Plants and plant products (CHED-PP)March 2, 2026

With the addition of CHED-PP as of March 2, 2026, the scope will be further expanded.

What does this mean in practice?

For declarations for which a CHED-PP is mandatory, the declaration will only be accepted if the correct document is correctly linked and validated via CERTEX. Incorrect or missing document data may result in error messages or delays in processing.

In concrete terms, this means:

  • Verify that the correct document codes are being used.
  • Ensure that references match the registered certificate details exactly.
  • Coordinate processes in a timely manner with the effective date

CERTEX is part of a broader European digitization development.
Further expansions will follow in later phases. Proper preparation helps to prevent disruptions in your goods flow.

This communication relates to the situation and timing in the Netherlands. In Belgium, the implementation and planning of CERTEX is different, and communication about this is less phased and less explicit. It is therefore important to take into account country-specific differences in timing and application.

Support within our application

The Customs Streamliner© provides integration between the advance notification to the NVWA (PD Client Import or GDB) and the DMS import declaration.

The relevant references from the pre-declaration are automatically transferred to the DMS import declaration. This eliminates manual entry and allows the process to be automated smoothly and error-free.
